Sadly, Saturday morning cartoons aren't likely coming back any time soon, or ever for that matter. Parents groups (specifically the overly-Christian mother kind) pretty much killed the market by continuously demanding there being more "educational" content and their demands kept getting bigger and bigger until the networks gave into their demands and took off all the animated shows so that Saturday mornings were now 100% "educational" to suit their demands.
That and when cable networks like Cartoon Network and Nickelodeon were becoming big in the early 2000's, most content creators fled to the cable networks so they wouldn't have to deal with the restrictions of broadcast networks. Sadly, Cartoon Network was the only network willing to continue the tradition of Saturday morning cartoons from where the broadcast networks left off by airing new episodes of animated shows in those time slots. Unfortunately they stopped doing this in 2014 or so in favor of more reruns of the network's pre-existing shows.
